Avaya phone (audio only calls) unable to join an internal video conference. The phone receives a fast busy signal.

Customer called in reporting an issue with Avaya audio-only calls. when the participant dial the Virtual Entry Queue number, the phone receives fast busy signal. This was an internal call. From the DMA call history, the dial rule used "Dial registered endpoint by alias" instead "Dial by virtual entry queue ID". As result, the sip invite header of this call pointed to the public ip address of the RPAD instead of the RMX.  
Dial rules specify how the DMA system Call Server uses the dial string to determine where to route the call. Issue was resolved by move up the Dial rule " Dial by virtual entry queue ID"
